The Background
Joseph Stalin a Russian was a dictator from 1924 to 1953. Stalin used control to deceive the nation from the true situation that Russa was in. Stalin hid from the citizens all the hard burtal problems and replaced them with idealistic pro-Stalin propaganda. 
Stalin hid all the problems from the countries by replacing them with posters such as this that declared that all was flourishing and pleasant both politically and socially.
But this was not so. Famine flooded all over Russia, and citizens all around the country side were oppressed in gulag camp and were dying. 
Still Stalin kept it secret to boost his public image.
The USSR Propaganda
Propaganda was no of the main reason that Stalin was able to succeed. All propagandas that were issued around the country were supporters of Stalin and no other themes were allowed. His propagandas demanded that idol be made out of Stalin, naming him reason for all good things in the world. There many Soviet art (as there called now), they included images of Stalin standing in settings with young children and youth, which made the citizens imagine him as a nurturing, and a kind leader. But when in fact thousands of men, women and children were starving and dying from the effects of his land collectivization labor camp program.
The USSR Education
Education before Stalin were really bad, due to the class system. Peasants wee not being educated by the former Tzar. After Stalin was in power as a dictator, more peasants were being educated; but all their education was effected by the views of Stalinism. The educaiton system was really low on supplies and teachers, but the country was not low on money they had plunty because of the modernization. There were less teachers then students and also teacher were viewed as bourgeoise thus were hated by society. So during Stalins rule education in the USSR was improved, then it was going 0% to 100%.
